Conference attendees gathered with other local and regional leaders to collaborate on fundamental issues, such as mobility, housing and communities, the environment, the economy, and the 2028 Olympic and Paralympic Games.

- Outgoing SCAG Regional Council President Hagman closed out his term by sharing the “2024-25 President’s Report,” a detailed report of SCAG’s accomplishments since May 2024, which were also highlighted in the 2024-25 Year in Review video.
- SCAG also welcomed the new Regional Council Officers for 2025-26: Hon. Cindy Allen (City of Long Beach) Regional Council president; Hon. Ray Marquez (City of Chino Hills) Regional Council first vice president; Hon. Jenny Crosswhite (City of Santa Paula) Regional Council second vice president.
- SCAG announced the awardees of its 15th annual Scholarship Program, supporting the next generation of public servants. SCAG received a record total of 165 applications from throughout the SCAG region.
- SCAG honored seven innovative projects across the six-county region at the 2025 Sustainability Awards ceremonies. These projects are integral to accomplishing the goals of the Connect SoCal Regional Transportation Plan/Sustainable Communities Strategy and promoting a more mobile, sustainable, and prosperous region.
- SCAG announced two Jury Awards and two Audience Awards for the Student Showcase poster and StoryMap contest.

What Tucker Bryant learned during a decade spent between Stanford and Google surprised him: even people on the cutting edge of innovation often struggle to take risks. The truth is that we all want to step out of our comfort zones, but we also have comforts so deep-seated that we aren’t aware they even exist. And our instinct to protect that unconscious comfort suffocates our creativity, disengages us from our work, and stunts our ability to lead.
Tucker Bryant is an entrepreneur, innovation strategist, and nationally renowned poet. After nurturing his craft at Stanford University, Tucker spent a decade in Silicon Valley as a lead Product Marketing Manager at Google where he discovered the potential of the creative tools poets have used for millennia to drive innovation in the corporate world. The 2024 Southern California Demographic Workshop gathered more than 460 attendees to discuss how planners and policymakers can maintain economic well-being and quality of life without the rapid population growth of past decades. Now in its 35th year, this annual event, presented by SCAG and the USC Sol Price School of Public Policy at the SCAG main office in downtown Los Angeles, featured three panels, three roundtable discussions, and a keynote address.
Highlights
Highlights of the 2024 Southern California Demographic Workshop included the presentation and publication of a new report by SCAG demographers with insight into American Community Survey data released earlier in September by the U.S. Census Bureau. The 2023 American Community Survey (ACS) 1-year data provide comprehensive data on Southern California’s social, demographic, economic, and housing conditions, capturing the region’s recovery following the pandemic. Event speakers discussed demographic trends in Southern California, providing recommendations for the region to expand the economy, improve household wealth, and improve quality of life in a new era of steady, rather than rapid, population growth.

Bill Fulton, FAICP
Author and Leading Expert in Urban Planning and Economic Development
The 2024 Southern California Demographic Workshop will feature noted author and planning thought leader Bill Fulton, FAICP, as keynote speaker. Fulton’s keynote will respond to recent population projections for the region and state based on his perspective as a former mayor, planning director, and influential author. Taking lessons from other states, Fulton will discuss how Southern California can adjust to an era in which prosperity is no longer—and need not be—determined by the pace of population growth.
As one of California’s leading experts in urban planning and economic development, Fulton’s book Guide to California Planning is a standard urban planning textbook, and the national planning website Planetizen named Fulton as one of the 100 leading urban thinkers in the world. Fulton is also the former mayor of Ventura and former director of planning and economic development for the city of San Diego.
In addition to work with the William Fulton Group, Fulton is editor and publisher of California Planning & Development Report, the authoritative information source for urban planners in California; a Visiting Policy Designer at the University of California, San Diego Design Lab; and a Fellow at the Terner Center for Housing Innovation at the University of California, Berkeley. In the past, Fulton also was director of the Kinder Institute for Urban Research at Rice University, vice president for policy and implementation at the advocacy group Smart Growth America, and principal at Placeworks. Fulton has authored eight books, most recently Place and Prosperity: How Cities Help Us Connect and Innovate, published in 2022.
American Community Survey 2023 1-year Estimates
The 2023 American Community Survey (ACS) 1-year data, released on Sept. 12, 2024, provide comprehensive data on Southern California’s social, demographic, economic, and housing conditions, capturing the region’s recovery following the pandemic.
SCAG’s Post-Pandemic Housing and Economic Trends in Southern California from the American Community Survey 2023 1-year Estimates report, published during the 2024 Southern California Demographic Workshop hosted by SCAG and the USC Sol Price School of Public Policy on Sept. 24, analyzes the 2023 ACS 1-year data to compare trends in the region to California and the United States for various topics over the past decade and the past three years. The 2023 U.S. Census Bureau’s ACS 1-year estimates data released Sept. 12 will inform planning decisions and investments related to housing, transportation, and social conditions.

We are no longer looking forward to the coming zero emission vehicle (ZEV) transition; it is here now. The number of registered ZEVs has grown every year in California, contributing to an uncertain future of declining gas tax revenues. Sarita Maybin is an international speaker and communication expert with over two decades of experience and has shared her insights in all 50 states, 10 countries, and on the prestigious TEDx stage. Her universal message has resonated with a wide range of clients, including Kaiser Permanente, National Conference of State Legislators, Department of the Navy and the University of California.
Leveraging her background as a former university dean of students with a master’s degree in counseling, Sarita shares strategies for enhanced collaboration and communication. More than 500 attendees joined SCAG for the 14th Annual Southern California Economic Summit on Dec. 7, 2023, to discuss connections between regional planning and the long-term health of the Southern California economy.
Highlights of the 14th Annual Southern California Economic Summit included presentation and publication of the “Regional Briefing Book,” which details the current state of the region’s economy and provides benchmarks to track the state of regional economy in the coming year. SCAG economists generally see reasons for cautious optimism about the resilience of the Southern California economy in the next year, especially after the region delivered solid growth in jobs and household incomes in 2023 despite challenges like inflation, office vacancies and increasing interest rates.

Released in conjunction with the 14th Annual Southern California Economic Summit on Dec. 6, 2023, the 2023 “Regional Briefing Book” provides current, detailed data on the state of the Southern California economy, with breakdowns of location-specific data for Imperial County, Los Angeles County, Orange County, Riverside and San Bernardino counties, and Ventura County. The economic news in 2023 is generally good in Southern California—the region continues to avert a long-predicted recession while collectively overcoming numerous economic hurdles. There are reasons to be cautious about the economic growth of the region and its localities in the coming year, however.

Urban Tech Fellow, Cornell Tech
As an urban tech fellow at Cornell Tech’s Jacobs Institute, Greg Lindsay explores AI and augmented reality at urban scales. He also serves as a senior fellow of MIT’s Future Urban Collectives Lab, a senior advisor to Climate Alpha and a non-resident senior fellow of the Atlantic Council’s Scowcroft Strategy Initiative. The 34th Annual Demographic Workshop, “The Seismic Generational Shift,” brought together the region’s leading demographers and population experts, as well as more than 400 attendees from the public and private sectors, to discuss Southern California’s shifting demographics and their implications for housing, transportation, and sustainability.
A highlight of the program was the release of SCAG’s assessment of the American Community Survey (ACS) data for 2022. This report looks at the shifts and constants of post-COVID Southern California, providing insights into the demographic, economic and housing trends between 2019 and 2022. Event speakers discussed this analysis, spotlighting slower population growth and high housing costs across the region. Another major focus was the generational shift occurring throughout the region and how it stands to redefine politics, culture, technology and the economy.

Understanding Your Community Through the American Community Survey The American Community Survey (ACS) serves as the foundation for numerous planning efforts—from travel modeling to regional housing need determinations. This roundtable will cover the fundamentals of the ACS, new topics that are being added, demonstrations of how to access the data and resources for staying up to date.
Understanding Place in Southern California with SCAG RDP Tools SCAG hosts and curates a breath of data on its Regional Data Platform (RDP). This roundtable showcases how you can use the RDP tools to understand place in Southern California – from region to city to neighborhood – on a variety of topics. By walking you through the applications of these tools, we explore the challenges and opportunities in the regional economy, housing development, local demographic and socioeconomic conditions, and trips and travel patterns in both tabular and spatial formats.

The theme of this year’s summit is “Resourcing the Region.” Southern California is uniquely rich in both natural and economic resources. Still, there is a growing need for improvement in workforce development and education.

In the post-pandemic era, our region faces uncertainty around the future of housing, mobility, and employment. What is the new normal, who will benefit, and who will struggle to adapt? How can we plan for a different future when the present is still heavily in flux?
The 33rd annual Demographic Workshop, “Forecasting the New Normal,” where a lineup of leading experts weighed in on what’s in store for post-COVID Southern California. The workshop, in partnership with the USC Sol Price School of Public Policy, was held virtually on the afternoons of Wednesday, Sept. 14, and Wednesday, Sept. 21.
Day 1 kicked off the event with a demographic “check-up” panel covering the latest trends in population with an eye toward their policy implications. A second panel discussed the latest research in housing and migration.
Day 2 began with Dr. Kahn’s keynote address which then be followed by a panel titled “Back to whose normal?” investigating transportation, environmental, and equity implications of the new normal.

American Community Survey 2021 1-Year Estimates
A First Look at Post-COVID Southern California
The COVID-19 pandemic not only impacted trends, it impacted the ability to generate data. The venerable American Community Survey’s 2020 1-year estimates were severely pared down due to sampling challenges, meaning that it was only possible to get state-level data on a limited set of topics. Until release American Community Survey’s 2020 1-year estimates, the only available Census 2020 data product is the so-called PL-94 file used for congressional redistricting, which lacks core details such as age.
This report takes a look at this newly released 2021 ACS 1-year data with an eye on economic and demographic changes observed in the SCAG region. It highlights the differences between 2019 and 2021 in order to compare pre- and post-pandemic.

Leaders in business, public policy, housing, and education from across the region joined SCAG for the 12th Annual Southern California Economic Summit. This year’s program took a serious look at the ongoing recovery from the global pandemic and featured forecasts from the region’s top economists.
The event featured a SCAG Region Economic Update and Regional Briefing Book from SCAG’s Chief Economic Advisor Wallace Walrod which showed that while Southern California has reclaimed 70 percent of the jobs lost during the COVID-19 pandemic, the recovery ahead will be an uneven one as labor shortages, supply chain disruptions, equity gaps and inflation continue to impact the region’s economy.
The panel session – moderated by Micah Weinberg, Chief Executive Officer and President, California Forward, and featuring Daryl Fairweather, Chief Economist, Redfin, David Hickey, Vice President West Business Markets, Verizon, Dee Dee Myers, Senior Advisor and Director, Governor’s Office of Business & Economic Development, and Estelle Reyes, Senior Vice President, Enhancing Community, LA Cleantech Incubator – led to a lively discussion about the core issues threatening Southern California’s ability to stay competitive and highlighted innovative approaches to kickstarting inclusive economic growth.
Keynote speaker and Global Business Columnist at The Financial Times and Global Economic Analyst at CNN, Rana Foroohar spoke to the ways the pandemic has supercharged preexisting economic issues, including economic inequality. Her address laid out a vision for true sustainable recovery and an economic future that relies less on the global and more on the local. SCAG was also thrilled to name California State Senator Susan Rubio a Legislative Champion of Economic Empowerment thanks to her outstanding work on behalf of the region’s needs.

The Post Pandemic City
Over the last year, the people of California have experienced extraordinary changes in all aspects of their life, from family formation and childcare to healthcare, workforce, travel to work, and housing accommodations.
This year we contemplate life in the post-pandemic city. A demographic check-up panel covered the latest trends in migration, fertility and vaccination, as well as the new 2020 census counts due for release. Additional panels focused on myths and realities of California’s mass exodus and declining mobility, and the new trends in workplace, travel and residential locations.
The program also included a keynote address and a series of expert-led roundtable discussions that build skills about topics discussed throughout the day.

More than 400 leaders in business, public policy, housing and education joined online for the 11th Annual Southern California Economic Summit. This year’s program took a serious look at the strategies needed for building back a strong, inclusive Southern California economy and featured forecasts from the region’s top economists.
U.S. Representative Karen Bass delivered an opening address that laid out an optimistic view about what is to come for Southern California. Bina Shrimali from the Federal Reserve Bank of San Francisco gave a presentation on the importance of building a healthy and inclusive economy, one in which all can participate, prosper, and reach their full potential.
Wallace Walrod, SCAG’s Chief Economic Advisor, provided a comprehensive overview of the region’s economy, noting that much progress has been made in the recovery from the pandemic so far, but much work is left to do. The Regional Briefing Book on the Southern California economy was also released to provide the first step toward a more comprehensive framework for an inclusive economic recovery.
The panel session – moderated by Kate Gordon, Director of the Governor’s Office of Planning & Research and featuring Costa Mesa City Manager, Lori Ann Farrell Harrison, Long Beach City Manager, Tom Modica and Cherian George of Fitch Ratings – led to a lively discussion about what cities need to be considering and why when it comes to planning for a resilient local economy and government. The panel was followed-up by breakout discussions about improving access to good jobs, led by Karthick Ramakrishnan and Michael Bates of UC Riverside; access to affordable housing, led by Cecilia Estolano of Estolano Advisors; and access to transportation, led by Evelyn Blumenberg of UCLA.
In the summit’s keynote address, three-time Pulitzer Prize-winning New York Times columnist, Thomas Friedman made a case for reimagining the intersection of government, private industry and other stakeholders to come together to create solutions. He stressed the need for “complex adaptive coalitions” as changes in climate, new technology and globalization further complicate the problems we all face. Like U.S. Representative Bass, Mr. Friedman ended his address on a hopeful note and noted that inclusivity is necessary for our cities, region, state and country to thrive.

On Thursday, Dec. 5, SCAG and the Southern California Leadership Council hosted the 10th annual Southern California Economic Summit at The L.A. Grand Hotel Downtown in downtown Los Angeles.
The program dug into the major economic levers of the Connect SoCal plan, SCAG’s 2020 Regional Transportation Plan/Sustainable Communities Strategy. From generating hundreds of thousands of new jobs to creating efficiency gains for shipping and travel, realizing the goal of a strong regional transportation system has economic benefits for all of the region’s 19 million residents. The program also tackled the question of how our region is going to address the growing challenge of housing affordability.

SCAG, in partnership with the Southern California Leadership Council, co-hosted the Ninth Annual Southern California Economic Summit at The L.A. Hotel Downtown in the heart of Los Angeles on Thursday, Dec. 6.
Local civic and business leaders were in attendance to assess the current state of the region’s economy, discuss the role of technology and innovation in our region’s future, and look at ways in which the region can maintain leadership and support growth in new transportation technology. The face of business in Southern California as new, cutting-edge technologies are sparking innovation in the region’s keystone industries and emerging new economy services. With the Southern California economy changing dramatically, the region must understand the trends that are not only shaping it now, but also the economy and workplace of tomorrow. The prospects for exponential growth in our region’s industries can fuel our economy forward towards an exponential future.

On Thursday, Dec. 1, SCAG hosted the 13th edition of our celebrated annual Southern California Economic Summit series.
The theme of this year’s summit is “Resourcing the Region.” Southern California is uniquely rich in both natural and economic resources. We are also leading the way financially, with a major influx of federal and state funding slated to come to the region. Still, there is a growing need for improvement in workforce development and education.
Leading voices in business industry, planning, public policy, housing, and academia will come together to assess the status of the region’s economy and define strategies for harnessing Southern California’s unique resources to maintain our status as a national and international economic powerhouse.
